What is Interoperability? Definition and explanations

Interoperability is the ability of different systems to exchange information and use it correctly. It has two levels: technical, when systems can talk to each other — protocols, formats — and semantic, when they give the same meaning to the data exchanged. The second is the one usually neglected: two systems can exchange a "date" field without agreeing on what it dates.
