The best CMS is not the one with the most features. It is the one that lets a team publish confidently, sends content to the right channels and remains simple enough to govern. The choice among SaaS, headless and custom therefore starts with the content operating model.
The thesis
Choose the simplest architecture that covers the real editorial workflow; add headless or custom layers only when multichannel or proprietary needs justify them.

Start with the editorial workflow
Document who creates, reviews, translates, approves, publishes and retires content. Add rights, deadlines, regulatory checks, previews and campaigns. A technically elegant architecture can fail if it adds steps to every publication.
Model content by meaning: service, person, location, offer, case study or news item. Stable fields support reuse, SEO, structured data and discovery by answer engines.
When traditional SaaS wins
An integrated SaaS CMS fits primarily web-based sites, small or midsize teams and common page, form, media and approval requirements. It reduces operating burden and accelerates onboarding.
Risk grows as themes, plugins and customizations multiply. Updates become interdependent, performance deteriorates and presentation changes become tied to content structures.
When headless becomes rational
Headless separates content from presentation. It becomes useful when the same objects serve multiple sites, apps, screens or assistants, when the front end changes rapidly or when teams share a content model.
Freedom has a price: preview, search, forms, redirects, personalization and visual editing must be composed. Without a clear platform and owner, headless moves complexity instead of reducing it.
When to build a custom layer
Custom work is justified for proprietary workflows, specific regulation, deep integration or an experience that is the product. Even then, building an entire CMS is rarely necessary. A hybrid can use a mature content repository and add proprietary orchestration, validation or presentation.
BCG recommends explicit, structured information for AI systems. That favours clean content models but does not mandate a technology. A simple, well-structured CMS beats an advanced architecture filled with inconsistent pages.
Decide through a short proof
Build a prototype with two content types, two languages, preview and a real publication. Measure editorial time, technical interventions, page weight, deployment speed and ease of data extraction.
Include migration, training, support, security, reversibility and five years of operations. A sales demonstration does not expose those costs.

What this framework does not replace
This framework structures a decision, but does not replace a technical inventory, contract review, performance testing, security assessment or estimate based on your actual environment.
Frequently asked questions
How does traditional CMS differ from headless?+
Traditional CMS combines management and presentation; headless exposes content through APIs to one or more experiences.
Does headless automatically improve performance?+
No. It provides front-end control, but performance still depends on rendering, caching, images, scripts and APIs.
When is a custom CMS appropriate?+
When editorial workflow or the experience is a distinctive capability that configuration cannot cover cleanly.
How do we protect SEO during migration?+
Preserve useful URLs, prepare redirects, migrate metadata and structured data, then verify canonicals and sitemap.
